With the fast development of economy, the demand for energy especially fossil oil is increasing year by year, but domestic crude oil production is limited and the huge consumption gap has to be filled with import crude oil, the imports are mainly transported by tankers. To get more efficient, the oil tankers toward larger to unload the growing mounts of VLCC, China’s crude oil terminals become larger and more professional. Since the new century, the VLCC terminal started to expand rapidly and imperative.Through the statistical analysis of china’s VLCC terminals we found that most of them are not in natural deep-water harbor and the channel need dredging. It brought many problems such as taking tide to pass and the navigating time is too long, emergency anchorage, evacuation in emergency situation, if the emergency resources are adequate and man-made channel maintenance is in time, maritime regulation and so on. It will plant a huge hidden to navigation safety if the problems are not evaluated correctly and this has caused high degree of attention.In this paper for these problems, we establish the VLCC terminal navigation safety evaluation model to try to provide reference for builders in determinating the construction site of VLCC terminals to make their layout secure and reasonable. For the managers, it identifies the navigation safety hazards through the evaluation to give the corresponding improvements and improve the security condition of VLCC terminals’navigation environment.In this paper, first it introduces the statistical analysis and study of VLCC terminals from the point of navigation safety to summarize the current development status and problems exist in the construction and operation of them. Then give a comprehensive analysis of the factors affecting their navigation safety and select important indicators using the AHP and fuzzy mathematical method to set up the VLCC terminal navigation safety evaluation model.
