Evaluation For The Safety Of Navigation Environment In Malacca Strait

With the development of economics and trade in world and the demand for energy increasing rapidly,maritime transportation has played a key role in this new phase of the new century.In recent years,the international shipping industry has been developing rapidly,ship types have varied a lot and ships have become larger,the traffic density in the navigable waters has increased drastically.Due to its special geographical location, Malacca Strait has been the key maritime transport passage of the world,and is also known as one of the busiest waterways in the world.The traffic density in the Strait has become greater and greater,navigation environment has been so complicated that the difficulty for operation becomes harder and harder,more negligence occurs,the issue of safety of navigation will become more obvious.To make maritime transport much safer, navigation environment should be improved,besides improving the quality of operators and the performance of the ship.Whereas the improvement of environment is based on analysis and evaluation thereof,therefore,as for safety of navigation in the Strait,it is of great value to analyze and evalue the safety of the navigation environment,so as to take appropriate measures to improve it.Introducing the methods of evaluation for safety of traffic and ascertaining Fuzzy Comprehensive Safety Evaluation as the fundamental method for evaluation,this paper analyses the state of navigation environment in the Strait,then regards the safety of navigation environment in traffic lane as evaluation object,analyzing the main factors which affect navigation safety,thereby establishes the evaluation system of navigation environment in traffic lane.Based upon relating conclusion,result of ship-operating simulation and expert consultation,this paper sets evaluation standard for each evaluation index,then obtains the membership of each index by means of expert survey, and also gets the weight of each index through expert survey and Analytic Hierarchy Process,next sets up the evaluation model for the safety of navigation environment, applies the model for evaluation of the traffic lane in the Strait.According to the result of evaluation,the paper provides the measures for improving the safety of navigation, meanwhile puts forward proposals for improvement of route condition and enhancement of safety management to the relating department.
