With the accelerating trend of international trade and economic globalization, maritime transportation based on ship transport has been playing a huge role. The development of marine science and shipbuilding technology has made the vessels getting to a tendency of more modernized and maximized, which also increases vessel traffic flow at sea, especially in important waters, shipping routes and channels. Vessel Traffic Safety System is a system in which person, ship, environment and management are interacted and interrelated. With the increase of traffic flow, the deterioration of navigational environment and improper maintenance of equipment are bound to adversely affect traffic safety system, which leads to the frequent occurrence of ship accidents during their voyage. Because of its special location, Kanmon Strait becomes a vital channel connecting the Sea of Japan with Inland Sea of Japan. With economic interdependence of China, Japan and Korea in recent years, traffic density in the Strait waters grows, and navigation environment becomes more complicated. The degree of ship maneuvering difficulty in the region increases, and navigation safety issues also becomes more prominent. To make maritime transport more safe, it becomes more significant to analyze and evaluate the factors affecting ship traffic safety and raise some pointed measures to improve the navigational safety of ships navigating in the the waters of Kanmon strait.According to the needs of vessels navigating in the waters of Kanmon strait, this paper applied fuzzy comprehensive safety evaluation method to analyze the main factors affecting the safety of navigation safety and to establish the evaluation index system according to the analysis of the characters of the Strait waterway, navigation and management environment; Based on the relevant research findings at home and abroad, ship maneuvering simulation results and expert advice, the evaluation criteria for each factor was set, the membership degree of each index was calculated, the weight of each index was calculated using the method of AHP, and then the ship navigation safety evaluation model was established; The model was applied to the safety evaluation of the Kanmon strait; According to the evaluation results, some measures were proposed to guarantee navigational safety of ships, and recommendations concerned to the improvement of route conditions and safety management were handed to the related departments...
