With the rapid development of national economy, the state of the fixed assetsinvestment has increased year by year. Since 2000, the proportion of average annualgrowth of over 20%, among them on highway construction investment growth faster,with an average annual growth rate is already close to 25%. People reflect the cost,because the huge scale of investment. China’s road construction cost is generally toohigh, that has become a major bottleneck to the rapid economic growth, has becomeurgently needed to resolve the problem.Domestic and foreign research has shown that: total costs less than 5% of thedesign phase, and the affects to whole project life cycle cost more than 70%. Thismeans that, once the project was determined, the design phase of the project will costof the size of the decisive role. Quota design is a way that strict cost control duringthe design phase of the project, which is currently recognized abroad at present. Butin our country the quota design is not mature, operability is not strong, so the study ofquota design in construction cost control of operational significance.This paper will enhance the practical operability of the quota design to expandthe Cost Control. This paper first analyzes the current domestic and international costmanagement research, focusing on quota design and implementation situation ofresearch at home and abroad. Followed by the introduction of the ConcurrentEngineering, Quality Function Deployment (QFD), Value Engineering, Life CycleCost, related to the quota design basis of theoretical knowledge. Third, modify theorganizational structure of a design institute, and get the quota design uniqueorganizational structure. Fourth,use the theory of concurrent engineering to reformthe quota design process. fifth,by a project example, from the two aspects of thequota design and operation. In one side, starting from the clear customer demand, theuse of the QFD method for the determination of the gross quota design; In anotherside, from the point of view of the whole life cycle, using the method of valueengineering, and connecting with the previous similar engineering data, to form aconfidence interval are quota design all divisions of the sectional works limitation.Finally, the quota design and it in construction cost control of highway engineeringapplication are summarized and prospected.
