The water transportation development promoted economic prosperitypowerfully, but frequent inland river traffic accident brought great loss tohuman life and property, posed a great threat to the survival and development ofwater transportation. In recent years, due to the diversity of the ship types, theship of large-scale, quick running, and traffic congestion, the construction ofthe bridge, the increase of the harbour facilities and so on, navigationenvironment happened drastic changes. It is a heavy burden to the ship-driversunder this environment condition. Heavier burden the drivers stand, moremistakes they will make.In order to minimizely reduce or avoid water traffic accidents, ensure thesafety of the water transport, it is a need to further improve the performance ofships and the qualities of the drivers. In addition, it is necessary to improve theenvironment around the navigation waters . Environmental conditions toimprove the situation for the environment is conducted on the basis of thesystem analysis, evaluation, we should have certain understanding about therisk factors influencing the ship-sailing, know the risk factors of the waters ofthe voyage , and what degree the dangers have reached, and take the pointedmeasures for improvement.This paper regards inland navigation environment system as the researchobject,analyse and ensure all kinds of risk factors to channel navigation safety,and establish navigation safety evaluation index system. Identify various riskfactors of the evaluation standard According to the domestic and foreignrelevant research results, data statistics and experimental data. And then usesystem security theory and analyse the common safety assessment methods,make sure to use the technique of artificial neural network to evaluate. Combined with the artificial neural network technology and MATLBprogramme, use MATLAB toolbox to set up neural network suitable to China’sinland navigation environment safety evaluation model. Artificial neuralnetwork comes with its own self-learning ability and the ability to obtain thesample information in the process of training samples, to be able to overcomethe defects of the common safety evaluation method. Based on accurate andeffective sample data, BP network security evaluation model is constructedreasonable and effective, and can conduct safety evaluation on the inlandwaterways.Apply it to the navigation environment for Honghuatao working dockchannel waters of Yidu Port in Yichang, to obtain the ship navigation and worksafety of the project and its waters nearby, then analyse and discuss each riskfactor to get their safety section and the degree each risk factor influence thewater navigation environment. Based on the resultswe can easily find that thevisibility and the water speed influence the project more, and should be paidmore attention to them.
