The road network is a key determinant for the high efficiency of an industrial park. However, the existing planning system for the road network in an industrial park is not perfect, thus it is necessary to conduct a study on the planning for the road network, especially at a regulatory plan level. Besides, there are also few literatures on the evaluation system development.By studying the contents of regulatory detailed plan and features of road network in the industrial park, this paper summarizes existing approaches to road network planning and freight traffic organization and proposes a new method for road network planning that considers road network structure, road network function, horizontal sections as well as intersections. An evaluation system for road network at a regulatory detailed planning level is constructed, from both microscopic and macroscopic scopes. Based on a deep learning of the advantages and disadvantages of existing road network evaluation method, this paper develops an entropy-grey evaluation method, which applies to evaluating the road network plan at a regulatory detailed plan level.Finally, an empirical analysis of Wulabo Industrial Park in Xinjiang Province is given, using the method proposed above. Considering the industrial park features, several road network planning are designed. Through a comparison among these plans by the entropy-grey evaluation method, a final plan is selected.
