Since the "people-oriented" design concept is put forward,many studies have focused on the relationship between non-motorized traffic and urban design from Macro-planning perspective at the urban master planning stage.However,the practical effect is difficult to achieve the expected goal.Regulatory detailed planning is a technology management tool that has both legal effect and control ability in urban planning management.It is not only the hot but also the difficulty in the implementation-based studies of non-motorized traffic and urban design.But there are several problems.Many studies limited in a single perspective,the transportation research only emphasizes the traffic function of streets,and the urban planning research emphasizes too much on land use balance and street landscape design.Thus,the practice effect is still less than satisfactory.Non-motorized traffic and urban design are inter-supporting and coexisting.They should be studied from a perspective of integration and interacting.This paper aims to explore the model and method for practical application,theoretically solve the coordination and dynamic adjustment problems of non-motorized traffic and urban design.It is supposed to provide theoretical reference and operation advices to the academic research and management practice.This article focuses on the dynamic management of regulatory detailed planning.The objective is coordination of non-motorized traffic planning and urban design at regulatory stage.Based on a systematic analysis of domestic and foreign research and management practice,the mechanism of coordination of non-motorized traffic and urban design is explored.The target system and basic model of coordination of non-motorized traffic and urban design are established.A modified model that considers preference constraint cone is also established.The details are as follows:(1)Analysis of the interaction mechanism of coordination of non-motorized traffic and urban design at the regulatory level.The differences of coordination of non-motorized traffic and urban design between regulatory level and master level is analyzed from establishment level,standard requirements,planning objectives and implementation management.The connotation of coordination of non-motorized traffic and urban design is clarified and the influencing factors are pointed out.The relationship between non-motorized traffic and urban design is analyzed and the technical flow of coordinated analysis is proposed.Finally,the reasonable spatial scale of the coordination between non-motorized traffic and urban design is demonstrated from three aspects of district,block and plot.The research in this part lays a foundation for the construction of the evaluation index system and the model establishment.(2)Analysis and construction of the coordination target system of non-motorized traffic and urban design at the regulatory level.The national executive control rules of related indexes are deeply analyzed.Then,the local regulatory guidelines or technical guidelines related indicators of the main domestic provinces and cities are combed.Coordination evaluation index system of non-motorized traffic node connectivity,crossing facilities and architectural stick line interface rate,average spacing block scale is established from the viewpoints of safety,efficiency,comfort.The meaning of each index and calculation method is also given.This part provides indicators for subsequent evaluation model.(3)Basic DEA model of coordination between non-motorized traffic and urban design at the regulatory level.The basic idea of modeling is,there are many index factors of coordination between the non-motorized traffic and urban design,and the factors are related.The coordination degree is essentially a fuzzy and unquantified variable.At the same time,due to the strong interaction between non-motorized traffic and urban design,they can be regarded as input and output of each other.Thus,this article analyzes the basic principle of data envelopment analysis(DEA)method of relative effectiveness evaluation of the multiple input multiple output system.It defines the actual meaning of the efficient production frontier,scale efficiency,technical efficiency DEA concept in non-motorized traffic and urban design.The applicability of C2R model of DEA method,BC2 model,C2WH model to this study is analyzed based on the coordination mechanism.Then,a C2R model that can analyze coordination between the non-motorized traffic and urban design at both technology and scale is built.The rationality of the model is tests using data of the 12 blocks of regulatory south lake unit of Handan city.The results indicated that,the basic DEA model can't reflect the subjective preference for different indicators or different blocks.For the incongruous blocks(decision making units),it can't solve the problem of adjustment of index.(4)A modified DEA model considering preference constraint cone.The basic model is modified from five aspects to overcome its limitations.This article proposes a preference constraint cone that reflects the different important degree based on C-AHP(analytic hierarchy process considering differences among expert)method.Then it proposes preference constraint cone that reflects different preferences to block the decision-making unit,and builds a modified C2WH model considering preference constraint.Methods for validity judgment of each decision unit and sorting of uncoordinated unit is given.For the uncoordinated decision unit,based on DEA projection principle,combined with the index is controlled by the corresponding statutory in the regulatory management practice,and also for the reason that the slack variables of some indicators can't be increased the reduced in the same proportion,and even some indicators cannot be changed,a controllable projection model was set up.Finally,data of Handan city is used again to carry out a comparative analysis on the results of the basic model and the new model.For uncoordinated unit,parameter adjustment is proposed using the improved controllable projection model.The scientific rationality of improved model is verified.
