Research On The Quality Control Of Expressway Toll System Implementation In Jilin Province

The construction of China’s highways started late, but growing rapidly. Atpresent, China is actively striving to build the construction of highway as the mainframework of the highway network, creating a good traffic environment for the rapideconomic development. JiLin Province plans to build a highway network of totalmileage of5000km, which is an appropriate scale, reasonable layout, full capacity,smoothly connection regional highway network. It includes2850km of nationalhighway,1350km of the Northeast regional skeleton road, and800km of theprovince of the regional highway. The layout program is "five vertical, five horizontal,third ring and quadruple", that is"5534" network.The toll system is an important part of the construction of highway network, andan essential factor for the construction of intelligent highway, to ensure the quality ofits services which help to improve the quality of the whole construction of highwaynetwork, ease the problem of traffic congestion, and achieve building a speed, securityand comfort highway.This paper is an example of the toll system in JiLin province. I would use thetotal quality management theory and causal analysis diagram to find out the qualityproblems of expressway charge in JiLin province, summing up the main factors, suchas cheating the charges, splitting the traffic fees, recognizing the path, the trafficcongestion, and the technology backwardness of workers and so on. I will proposesome methods to enhance the quality of the toll system of JiLin highways.The thesis will research the quality management of the toll system of Jilinhighways, hoping to enhance the quality of service of the highway toll system,effectively establish a high-speed, fast, comfortable, safe highway network to meetpeople’s travel requirements, and effectively improve the quality services of theinfrastructure.
