Problems And Countermeasures In Government Supervision Of Highway Engineering Bidding In Jilin Province

With the continuous development of China’s society and economy,highway engineering,as the main foundation support of transportation,has become an important carrier of national economy,as well as a strategic,basic and leading industry of national economic development.At present,highway engineering construction projects are widely concerned by the public because of its high social service function,large amount of investment funds and frequent problems of clean governance.As an important means to achieve fair competition,bidding has gradually become the main trading mode in the field of highway engineering construction.More and more market subjects participate in the bidding competition,effectively stimulating the market vitality of highway engineering construction.In order to protect the interests of the state and the public,prevent corruption,and ensure the steady and healthy development of the construction market,the Jilin provincial government has constantly studied and improved the countermeasures of highway engineering bidding supervision.However,it is undeniable that there are still many chronic problems to be overcome in the bidding activities of highway engineering construction,such as the tenderer,the bidder,the bidding agency,etc.While the reason is that the transportation administrative department,which exercises the function of government supervision,has its own inherent deficiency,the current laws and regulations need to be improved,the system design is unreasonable,the supervision force is weak,and the credit system is not perfect,and the incomplete and single means of punishment.It can be seen that the effectiveness of government supervision has a direct impact on the healthy operation and development of the bidding mechanism.By consulting the relevant documents and absorbing the experience of advanced provinces,the author puts forward the countermeasures to improve the governmentsupervision from six aspects: Deepening the system reform,improving the laws and regulations,strengthening the system construction,enriching the supervision means,improving the credit system,and increasing the punishment.Hope to achieve the goal of strengthening the supervision of Jilin provincial government highway engineering bidding,improving the quality of highway engineering construction,and effectively ensuring the effective use of government public funds.
