In recent years, with the rapid development of the national economy, living standardscontinue to improve, China urbanization process in the acceleration. Life of urban residentshave a high degree of conenration,the density of urban construction also increases.In thedevelopment process, the city is moving in the direction of traffic three-dimensional,communications, sewerage network, as well as housing multi-function of the developmentof a high degree of concentration of urban population, the wealth of society is increasinglygathered. These characteristics of the urbanization process made the city there isconsiderable affected hidden. Once the event of a sudden disaster in the city, the face oflarge-scale population evacuation and rescue needs, how to take measures for disasterprevention and mitigation has become the subject of people are faced with.Urban road network is a complex giant system, sudden disaster conditions, the roadnetwork due to the large area of damage, the link travel time sections of the capacity willbe decreased in varying degrees, at the same time, network connectivity and reliability, Thejourney time reliability will be reduced. In the second chapter of the link travel time ofsudden disasters, traffic capacity, the method of calculation of the road network reliabilityanalysis, given the calculation of impact factors of sudden disaster emergency rescuevehicle routing problem.By real-time traffic for emergency rescue vehicles under the conditions ofsudden-onset disasters in the path selection is designed to consider the real-time trafficassignment based on two-tier planning thinking emergency rescue route choice model.Software the applications paramics simulation model and algorithm simulation analysis,and simulation results show that the model can improve the emergency rescue efficiency ofemergency rescue vehicles.
