Society has entered the information age, Informatization wave is sweeping the entire water-supply industry. Water supply enterprise information resource management is essential on the management and operation of water supply enterprises to develop and grow. The current water supply enterprise business continue to deepen, information is becoming increasingly complicated, with the fact that the social public to the water supply enterprise service quality requirements of the more and more high, water supply enterprise needs to use the more effective informatization means to strengthen the enterprise internal business management. Baoan water group company is a just through the merger and reorganization of state-owned enterprises in the form, so the group was founded in a relatively short time, it must be unified pipe network management business model, to improve the management level and efficiency. Through the establishment of water supply pipe network GIS system, build a comprehensive business network platform, recycling network management business process, in line with the current needs of the industry and urgent needs of the enterprise.The reality of the situation is that the Baoan water group company water supply network management business have not unified business model, scientific business process and perfect network foundation information material. This paper analyzes the reason of unreasonable operation in the network management business, untimely customer service response, and unscientific pipe network engineering management in Baoan Water Group. Through the comprehensive planning, proposes that water supply network of the geographic information system overall thought and aim.According to the Baoan water group company actual situation, reasonable positioning GIS system function, careful analysis the needs of the user, and then design a system function of GIS. To achieve greater level of network management, water supply scheduling, customer service, project management and other business purpose. By build to network management as the core of the integrated operation platform, on network management business for combs and diagnosis, and screened out pipe network daily operation business process, network foundation information management process, network management business system and customer service business system and production business system work cohesion process as three core business process. Implementate process reengineering to enhance the company network management level. In construction and implementation of the GIS system platform, the paper puts forward the project management process and procedure, analyzes the GIS platform difficult in the process of construction, and advances some solving measures.
