With urban power networks retrofitting, the expansion issue of short circuit fault stands out gradually in the consumer’s internal wiring. The previous electric power circuit fault indicator can not adapt itself to the changes very well in power system. It is the most urgent problem for users to do fault diagnosis and to improve the reliability of power supply. So the boundary breaker attracts more and more attentions of people. It can effectively cut the point of failure before substation reclose. There are rooms for improvement in their measurement algorithm in existing products. IEC-60870-5Tele-control protocol is difficult to achieve for the huge prophase vest.To these existing questions, this paper detail analyses the reason of short circuit fault and the change of parameter of electric network and designs a kind of intelligent controller of the boundary breaker with function of inrush current and over-current protection. The method of self-adaption check actual operation value is proposed. The controller of the boundary breaker with the kernel of16bit microprocessor MSP430is commonly used in pole-mounted circuit-breaker. It can realize the function of confirming line fault and automatic resection of the fault line by detecting the changes of the electric parameters and the operation condition of power system. These functions help to ensure stable electricity supply and to reduce economic loss. Synchronous deviation and measure time is minimized efficiently by software synchronous ac sample and improved FFT algorithm in the control system. SMS platform of GSM the controller of the boundary breaker adopts further realized wireless communication function. Compared with the similar products, this design adopts normalization design, has user-friendly interface and easy-to-extend modularized circuit features. These features can improve the relay protection performance and economic benefits of electric network.The simulation testing indicates that the boundary breaker designed in this paper is precise to detect, and reliable to operate. It can effectively distinguish consumer’s internal fault wiring.
