Analysis And Improvement Suggestions On Taiyuan Urban And Rural Planning Regulations’ System

Promulgation and implementation of "Urban and rural planning law of The People’s Republic of China" has a great influence on the system of urban and rural planning regulations. The modification of the basic planning law in our country will result in a chain modification reaction in the planning laws and regulations of other levels. Especially on local legislation. Many governments step to modify the local laws and regulations, in order to adapt to the state laws and regulations system change.Taiyuan is the capital city in Shanxi Province. After "Urban and rural planning law" and "Shanxi Province’s Urban and rural planning rules ",The upper regulations of Taiyuan is gradually improved and set the new requests in the city planning regulations system, where "Taiyuan urban planning rules" does not connect the upper regulations and the actual construction. So it needs to reformulate. At the same time, the local government rules file also faced with many problems, it is necessary to further revised and perfected.This paper is taking Taiyuan city urban and rural planning regulations system as the research object. Based on the request of upper regulations to local legislation in Taiyuan, this paper analysis the differences and the contradictions between the "Taiyuan urban planning rules" and the upper regulations. It is analysis five aspects of urban planning, including the formulation, implementation, modification, supervision and punishment of urban planning. This paper also analysis the problems existing in the local government and its subordinate departments regulation files. In the end, it gives suggestions about revise basis and revise frame to "Taiyuan urban planning rules" and gives improvement suggestions to Taiyuan and its subordinate local government files. Finally, it can help to give some methods and ideas to establish the system of urban and rural planning regulations in Taiyuan.This paper is divided into four parts to analysis and examine the Taiyuan urban planning regulation system.Part one is the first chapter. It mainly includes the research background, the object of study, the research significance, the related research and the frame structure of the whole paper. It is to propose the research topic.Part two is the second chapter. It mainly includes the information of foreign urban planning regulations of the system, China’s current urban and rural planning regulations system and our local planning regulations system. It constitutes the basic research part of the paper.Part three is the third and forth chapter. It mainly includes the analysis and examine for the current urban and rural planning regulations system of Taiyuan city which includes "Taiyuan urban planning rules" and the government department regulations and documents. It constitutes the main body part of the paper.Part four is the last chapter. It mainly includes the summary of the problems of Taiyuan planning regulations system and the summary of the suggestions of improving the "Taiyuan urban planning rules" and local government department regulations and documents. It constitutes the conclusion part of this paper.
