In the backdrop of the low-carbon society construction and the green traffic development, slow traffic becomes more and more popular by urban people of all ages. As an important part of the slow traffic, public bike system plays a huge role in urban-short-distance travel,"B+R" transfer, as well as leisure tourism. It is one of the means of relieving urban congestion and improving urban transport efficiency to develop public bike system, which is in line with the trend of the development of green transportation and low-carbon transport.First, this paper summarizes the application of domestic and international urban public bike system. And then, the definition and system configuration, combined with the characteristics of the public bike system is given within the framework of the theory of bicycle traffic.Second, the paper conducted a theoretical study qualitatively and quantitatively on the adaptability of the public bicycle system under the influence of various factors. After then, the development strategy of the public bike system in our country is proposed with the SWOT model. In the study on the operation system of the public bicycle system, three operating models are summed up, which applicable conditions are analyzed, too. Then, the key issues of specific operational programs are theoretically analyzed. As to the rental points, the two-layer model of the rental point selection is established to solve the problem of rental points’ layout in the practical application.Finally, for an example of Shenzhen City, this paper does some targeted research on the adaptability、the development of positioning、the strategy、the selection of operating mode and operating programs, using the research method upside.
