In recent years, the goverment promotes the construction of public transport system constantly and introduces a series of measures to give priority to the development of public traffic. In the public transport system, urban rail transportation network is in a period of rapid development in our country while construction speed of public-bicycle system is lagging behind. Therefore, construction of public-biycle rental points based on rail transit has not yet fully developed. But with the development of the trend of public traffic construction in China, rental points settled close to metro station will also become an important part of public bicycle system.First of all, this paper analyzes the basic concepts of rail transit system and the public bicycle system comprehensively and reviews their development histroy in China and the world, on basis of which, analyses the interface performance between rail transist and public-biycle system in order to lay the theoretical foundation for the model construction.Secondly, this paper designs the survey plan and selects Hexi area of Nanjing City to carry out the investigation of borrow and lend demand characteristics of different types of rental points and travel choice behavior characteristics of passengers on the metro station. On the basis of the statistics, analyses the rental needs law of time and space, and the passenger transfer behavior law to determine the form and parameters of the model.Thirdly, this paper summarizes the process and the main methods of public-bicycle system special planning. Comparises and analyzes commonly used methods, based on which, this paper comparises the connections and differences between the public bicycle rental points based on rail transist with normal rental points. Accordingly, mainstream methods are summarized for this kind of rental points in the demand forecast and site selection stage. Then this paper compares the effect, advantages, disadvantages and scope of different methods which constructs planning theory system of public bicycle rental points based on rail transportation.Finally, this paper takes Yuantong metro station as a case study. The multinomial-Logit model is seleceted as the forecast methods. Parameters are selected and calibrated according to the survey data, and are tested to confirm the correctness and validity of the model; the fuzzy TOPSIS method is selected as the location model and the attribute weights are obtained by entropy method, and obtains the optimal plan. On this basis, the number of vehicles and parking piles are determined.
