Study On The Green Public Bicycle System Operations And Safeguard Mechanism

With the acceleration of the process of urban mobility and the number of vehicleof explosive growth, It causes a series of urban problems such as traffic congestion,frequent traffic accidents, air pollution, noise pollution and energy consumption.Public bicycle is a low-carbon, environmentally friendly and a sort of greentransportation mode. It plays a huge role in the short distance travel in city,"B+R"transfer as well as leisure and tourism. However, since the public bicycle servicesystem starts up, there is still a lack of arrangements for the lease outlets, surrenderhandle a longer period and also difficult to return the bicycle, the imperfection of thesite coverage and incompatible systems between districts and other issues. In order tosolve these problems, on one hand it needs to distribute the traffic facilities rationally,on the other hand, it should further improve the operational management. So as tomake the development of public bicycle healthy and orderly.This paper first reviews the application status of the public bicycle systemoperation and safeguarding mechanism at home and abroad, and gives a cleardirection and focus of the study. Then it elaborates the connotation of greentransportation, public bicycle system concept and the meaning of green public bicyclesystem; then the function and economic characteristics of the public bicycle systemwere overview, and it introduces the constitutes of the public bicycle system. Thepaper discusses the necessity of constructing public bicycle system from theenvironmental benefits and social aspects, and discusses the feasibility of the systembuilding from economic feasibility.Secondly, for the construction of large-scale, networked public bicycle system,so as to protect public bicycle operation effects, this paper studies three aspects ofpublic bicycle rental point setting, such as the scale of demand forecasts of the leasepoint, leasing network layout planning and scale measure of the lease point. On thebasis of analysis of the lease point type and setting factors, the scale of demand of thestart and end points and transfer point were predicted. From the three aspects of therental point layout planning principles and train of thought, layout planning andleasing point emplaced way, it analyzes the leasing network layout planning andestimates the size of the leasing point.Finally, this paper analyzes the operating modes and safeguard mechanisms ofthe public bicycle system. From the perspective of operators subject, this article will divides the public bicycle system operating modes into three categories: fullymarket-oriented model, government purchasing services mode and somemarket-oriented model. Making the efficient service as the target of the public bicyclesystem operation, combining the characteristics of the analysis of the Public bicyclesystem, this paper analyzes the adaption of the system operating modes. This paperelaborates the operational management of public bicycle system from the organizationand implementation of operational programs and operations supporting safeguardssystem. In the end our paper expounds public bicycle system operating systemsecurity mechanism from three aspects (the public bicycle system planning,construction and operation) and ten dimensions, namely①the system planning stageof transport policy mechanism, the government guidance and coordination mechanism,the mechanism of system planning, traffic demand survey feedback mechanism;②thesystem construction phase of the investment and financing guarantee mechanisms andtechnical support;③the system operational phase of the operation mechanism, thesupervision and prevention mechanism, system maintenance mechanism, the socialconsciousness and promotion mechanism. Our study will make some contribution tothe promotion of public bicycle traffic, and provide certain reference significance forenhancing the city’s public bike system operational effectiveness, easing urban trafficproblems and achieving a healthy, harmonious and orderly development of urbantraffic.
