With the rapid development of science and technology and improvement of people’s living standard, the application of information technology in distribution network management has become the major concern of the power industry. The branch property information of low voltage distribution network cables, as the essential database, plays an important role in distribution information and automation systems. At present, there is no cable branch property information in many electricity consumer information systems, that maks it inconvenient to load management and low-voltage network loss analysis. In this paper, the status and main problems in low-voltage cable management of the Harbin Power Bureau is discussed and we point out that the enhanced management system supported by the modern information technology is the effective way to solve these problems. Then the charged multi-branch recognition method of low-voltage cables is studied. Based on the comparison of two types of power-line communication technologies, the work frequency communication technology, as the best point-to-point communication, is selected as the data transmission method and the structure and functions of the charged multi-branch recognition system of low-voltage cables are designed. Using this system on-line recognition of cable property without power interruption can be realized to provide a modern and scientific tool and basic data for distribution management system.In this paper we also studied relative upgrade on Harbin Power Bureau distribution GIS management systems. The main focus is on the application of cable property data to loss management, feeder management, load control and automatic meter-reading in GIS management systems.
