W ith computer and CNET technology becoming common in Power Sector, automatic and remote all-in-one meter-reading-system have been the most popular way in meter reading now。 I discourse the meter-reading-system’s present situation, trends and importance based on the scholar’s study results both here and abroad. From power enterprise current situation in our country, there are many difficults to popularize the way. The probability of the way is about95%, and the untouched meter’s probability has randomness and wide distribution. Since the meter-reading worker is unfamiliar to the environment,pathway, which makes it difficult to locate the position of the reter. It could probably estimate or ignore the meter, whick affects directly the effects precise.The article discussed the GPS, GIS, GPS navigation and their application in the meter-reading-terminal, we make the focus on Shortest Path Algorithm. After study and analyse the mainstream of Shortest Path Algorithm, it points out a improved Ant Colony Algorithm based on the Graph, it adds search-direction and search-hot-area mechanism based on the basic Ant Colony Algorithm to improve the searching performance, the new algorithm could lead the worker to locate the target position quickly, also includes the path of the worker to make the meter-reading more precise. The article talks about a Android based power-meter-reading-system’s modeling idea on the foundation of power enterprise’s current status and a detail requirement analysis.it gives a whole software structure of the system from system logic structure, database design.it uses the Android phone as the hardware platform, with the help of Object-Oriented-Programming theory to design each function module’s flow in detail. After that it explains and discusses each module’s test results and development based on the enterprise’s meter-reading scheme and data transportation.This article gives a new based LBS meter-reading solution and points out the trends of meter-reading from meter-reading-system’s background and current status through power industry’s actual situation. It’s no doubt that the solution will satisfy the power industry’s requirement perfectly, and it also solve the estimation, ignorance,mistake of meter-reading problem.
