Analysis&Comparison Of The Construction Cost Between Road And Bridge In Different Estimate Pattern Of Municipal&Highway Engineering

According to the different system between the investment and management,in our countrythe basic investment construction project including roadways and bridges are consideredmunicipal construction and traffic construction projects, one is in the management of housingand city-country construction dept and the other is transportation dept. Accordingly, in theconstruction of roadway&bridge, it form municipal&highway engineering two differentestimate pattern, each has the whole estimating method and the estimating&budgetarynorms,then has the different norms in construction cost and controlling. In estimating,municipal engineering mainly accord to <Instruction Engineering Quantities EstimateStandard>（GB50500-2008）,highway engineering mainly accord to <Highway EngineeringInfrastructure Budget Workout Way>（JTG B06-2007）;As to estimate ration,municipalengineering mainly accord to rations which prepared by departmentt in Province or city,highway engineering ration is the same in the whole country. The same roadway-bridgeproject, using the difference estimate pattern, come into the different effect. There are largedifferent in the costing management document/biding document and list of constructionevaluation. then according to the different of costing norm and procedure，even using thesame manual work material,machine product,came into the different effect in engineer costand evaluation..The main reason is that they are not in the same department in ration.Even inthe same ration, if there are differences in manpower,material and machine wastage, there aredifferences in part charge item/rate and estimate procedure. In the present, there are moreresearch about cost control and management in Roadway&bridge construction, less about costanalysis in roadway&bridge construction between the two different pattern. This articlesamples roadway-bridge project in Guangdong, taking analysis of cost management andestimate system, construction norm between municipal and highway engineering in the presentroadway-bridge project, finding out the relationship and difference.These differences in the twosystem is because of the diffferent charged department,estimate methods and diffetent ration.Then choosing the typical projects, preparing construction quantity listing, budgetary accordingto the different estimate pattern, taking further analysis and comparison of norm andconstruction cost between municipal and highway engineering according to the result. Accord tothe reseach from one project in guangdong, municipal engineering is higher2%-3%thanhighway engineering in budget. Small and middle bridge is almost the same in the two budgetsystem,but large bridge is higher3%in municipal engineering than highway.the resule willchange for the change of cost factors. The above analysis and research result could be a reference for invest control, cost management, cost estimating for government investmentdept, project construction dept, design dept, biding dept.
