In pace with Chinese growing demand for energy, the introduction of the liquefied natural gas (LNG) is benefit for optimizing the energy structure, solving the problem of energy supply effective, which will play an important role in many othetr aspects. Chinese supply of liquefied natural gas imports from abroad, and relys on LNG vessel for sea transport. Compared with other types of vessel, LNG vessel is one kind of high-risk level of the vessel, with the specific hazards of flammable and explosive. If explosions occurred in the port waters, the consequences will be catastrophic. With many large LNG terminal and the terminal have been serviced, the number of LNG vessel will grow continuously. The safety of LNG vessel’s navigation during entering and leaving port waters is very important for the safety of life as well as the cargo, also be great significance on traffic organizational order and the protection of the marine environment in port waters.Derived from the perspective of the evaluation of traffic organization program, The article aims to research for the optimization of the LNG vessel traffic organization in port waters. Derived from the nature of LNG and the safety of the LNG vessel, the introduction of existing LNG vessel theory of the hazard zone as well as domestic and foreign standards of safety zone about LNG vessel, and then to determine the scope of the LNG vessel’s navigation safety zone. On this basis, according to the form of LNG vessel sailed to set different traffic scenarios, and then it proposed a new method of the traffic organization and optimization model about LNG vessel. The model consists of three sub-models, which are studied on the influence for the overall transport organizations in three impacts respectively, they are the effection rate of LNG vessel sailing navigation, the effection of time and navigational risk probability. Then deal with the formation of sub-model calculations into the effection index, which reflects the comprehensive effection of a variety of traffic organization program.Chosing the minimum comprehensive effection of traffic organization program for the optimization program.The article presents the of the LNG vessel traffic organization and optimization model used in Shenzhen Dapeng Bay for instance validation. According to local conditions, it sets the scenarios of the LNG vessel entering and leaving port waters. Then, calculate and analysis of the effection elements about LNG vessel in the different traffic organization programs, and then to determine the effection index, derived the optimal traffic organization program, which is consistened with result of the special demonstration, verify the feasibility of the model.In summary, the article doesn’t focus on the traditional organizational measures, but researches a variety of traffic scenarios or traffic organization candidates to consider on reducing comprehensive effection on the overall traffic during LNG vessels’ entering and leaving port waters, then chooses the best program. That furnishs a new research method, also provides references for LNG vessel traffic organizational pattern in port waters. The conclusion summarizes the contents of the article, points out the deficiencies and explores the way of study deeply.
