With the development of modern urban society and economic, the vehicle fleet increased substantially in recent years, which gives a big impact on the urban traffic. Now the impact is increasingly becoming an important factor that influence the development of a city and living standard of the citizens lived in it. The infrastructure construction also appears to change with it each passing days. That means the city transportation construction is becoming an important measure of the level of urban development. Urban Development speeded up the process of urbanization, and brought a huge challenge to the urban traffic environment and traffic patterns at the same time, the city has an urgent need for more adaptive optimization and a stronger network traffic layout. Based on the domestic and abroad studies on the optimization theory about urban transport, as a case study of the city of Chengdu, corresponding research and application results about the urban transport strategy optimization was proposed in this paper.This paper firstly analyzed the common problems of the urban traffic in domestic and abroad cities and the corresponding urban traffic management policies that been implemented in these cities. The paper defined the public transport from the aspect of public transport management and public transportation organization, and then analyzed the main reasons for Urban Traffic Congestion of Chengdu from the perspective of the two aspects just mentioned. Take the characteristics of traffic congestion in Chengdu into account, reference to domestic and abroad success stories, this paper proposed strategies and recommendations that include Integrating and optimizing public transport system, improving transfer system, Implementing intelligent traffic system, constructing urban and rural public transport system, guiding the rational use of non-motor vehicles etc. These strategies is strong operational and have more practical significance than the previous conclusions of pure theory.
