With the rapid development of economy, a wide variety of buildings have sprung up in city, these buildings need to be built in strict accordance with the planning drawings. Such a vast amount of buildings need officers to supervise. However, the number of officers in the supervision department is limited, it’s impossible to achieve timely and effective supervision of the buildings which are under construction. The contradiction of the less supervising officers between the various buildings is very distinctly. In China, the methods of the building measurement adopted by officers mainly depend on manual measurement, this approach can not resolve the contradiction. but need the staff to go to the construction sites, increasing the risk.For this, a new online building survey system is proposed in this paper. The system composes of backstage system and foreground system, the foreground system is mainly introduced here. The foreground system is designed for the automatic measurement of the building, and then returns back the results to the backstage system. In the foreground, pan and laser distance measuring instrument is combined to measure the storey edge.With the current embedded system technology, this paper proposes a foreground subsystem of the online building measurement system which based on ARM9and Wince-5.0. The design of the system is from the physical hardware layer to the application layer. According to the unique circumstances of the application of this equipment, but also reflects the characteristics of embedded systems, application-centric, we have designed the master control equipment, including the main control section which uses ARM9core and single-chip section which controls switch circuit. Relying on the device, we have analyzed the composition of the Wince-5.0embedded operating system, and a special presentation on the stream device driver development, we also talk about customization of the system kernel and mirror generation. Finally, we finish the main program of the system application software and microcontroller subroutine, and the methods of measurement of the building is the most important part of the system. This paper describes the measurement of buildings’ height, width and length, which is based on the actual building site environment. Meanwhile a calibration method for the calibration of scanning equipment is proposed to ensure accurate measurement.The designed foreground system’s test is completed. The actual building site is selected for the system measurement, and the results show that the system can effectively measured data, which achieves the accuracy requirements. The building measurement systems designed in this paper have been put to use, stablely run. The system has a very important practical significance.
