As the underlying natural resource for human survival and developments, Water resource cannot be replaced. With the rapid development of the economy of our country, as the colony of economy, politics, population, urban demand for water resources is increasing constantly. But as the global water shortage countries, China’s urban water supply increasing distress, a great many of local water resources constraints has become the strategic resources of city development, urban water resource crisis has become more and more serious. Based on without changing the urban water resources and damage descendants’ use of water resources, how to utilize the existing urban water resources, Satisfy the present demand becomes an important topic in the research of urban water resources. Urban water resources circulation utilization focused on changing urban water resource utilization modes, throughout the urban water resources development, utilization, and management of the whole process, which is committed to improving the urban water resource utilization and resource utilization of sewage. Providing us with a scientific and feasible way that helps us to solve urban water resources crisis in our country.This paper on the basis of the concept of sustainable development and circular economy theory, the author firstly analyzed our country urban water resources utilization; Put forward the implementation of city water resource cyclic utilization urgency.Secondly, the deep-seated explore the legal problem of urban water resources, that exist in legislation, administrative system, the administrative law enforcement, taxation, the price of water, city water rights trading, urban water and urbanwater resources planning. These existing problems have hindered the smooth implementation of urban water recycling, that did not meet the requirements of the development of urban water recycling. Then to analyze the status quo in the United States and Japan which belong to different legal systems and different content of water recourse, then proposed useful references of urban water cycle for us. Finally, faced with these legal issues in urban water resources, legal countermeasures ofurban water recycling had been Improved by changing the guiding ideology and innovating path.
