Since the reform and opening, China’s electricity power industry has been rapiddevelopment and the national network has been formed. Electricity power construction areplaying an increasingly important role in the service of economic development and meet theneeds of production and living. With the increasing pace of modernization and sustainableeconomic growth of Guangdong province, electricity supply and demand contradiction isintensified. In order to ease the situation of power shortage, Guangdong Power GridCorporation increased the intensity of electric power engineering construction, transmissionand distribution project is one of the key link in the electric power engineering construction.In the process of transmission and distribution project, scientific management decides thequality of the project and achieve the desired economic benefits. The technology oftransmission and distribution project is complicated. There are so many types of jobs,equipment, materials and technical staff that the management is complicated. Complete thetransmission and distribution project with desired quality on schedule has great significance tothe whole electric power engineering construction. The management of transmission anddistribution project construction is a systems engineering, which is in motion, formed by anumber of interrelated and interacting phases/elements and existing to achieve the overallobjective. Therefore, it is necessary to use the theory of system integration, to optimize theoverall system as the goal, make the phases/elements integrated as a whole effectively.Meanwhile, according to certain methods of synthesis optimization and control, study thesystem to solve the overall management problem so as to improve the management oftransmission and distribution project construction.This paper used the research methods of theoretical and practical combination,considered the characteristics of transmission and distribution project construction,demonstrated the applicability of using the ideas and methods of system integration in thetransmission and distribution project construction management by analyzing the mode and theWork Breakdown Structure of the transmission and distribution project construction. Thispaper defined the subsystem of transmission and distribution project construction byanalyzing the management elements, management structure and life cycle managementprocess, and then established the management system model of transmission and distributionproject construction using the ideas and methods of system integration, and also balanced andoptimized the various elements of the model by non-linear quadratic programming which canachieve multi-objective optimization. Finally, this paper took RL transmission and distribution project construction for example, researched the transmission and distribution projectconstruction management system model empirically, with a view to provide a useful referencevalue to other transmission and distribution project construction management as well as otherconstruction projects.
