In recent years, there has been rapid development in China’s highway construction due to national macro policy support and increase of transportation construction investment. However, project cost in highway construction is out of control, which cannot be ignored in estimating the rationality of road construction cost and implementing strict control. Therefore, it is very important to study the management theory of highway project cost and adapt to the development of China’s market economy.With cost control in the construction of Qingzhou New Western Ring Road as the study object, this paper, in view of the actual situation of engineering construction in China,conducts comprehensive and objective analysis of the features of the highway project cost control and both the international and the domestic circumstancest from project owner’s point of view and further discusses the issue based on the actual situation of China. Problems of cost control in all stages have been analyzed and correction methods have been proposed with reference to the frequently used management methods and applied theories in highway project cost control in China. The cost control method with the focus on pre-control for Qingzhou New Western Ring Road construction project has been proposed on the basis of the analysis of high-grade highway project cost, which is divided into three important stages in detail, namely, the project decision-making stage, the design and implementation stages.Investment control in the investment decision-making stage has been proposed with the focus on the preparation, review of the feasibility study report and project review by referring to the investment control methods and theories in project management. The project feasibility study should include analysis on multiple schemes and appraisal in all aspects from both economic and technical perspectives, from which the best solution will then be selected. The project risk factors will be analyzed and identified through various means,to estimate the likelihood of occurrence and impact on the project. Risk countermeasures should then be taken accordingly to further optimize construction scheme, so as to lower construction cost eventually.
