Nowadays, the audit and the data analysis of energy consumption of the existing buildings are inadequate in our country, which hinders the scientific energy comsuption and energy-saving transformation to numerous buildings. By establishing the monitoring network of buildings’ energy consumption in this thesis, the energy consumption data of buildings can be monitored separately at real-time, which lays the foundation of data to the secondary energy audit of the buildings. Based on the numerous real-time separate energy consumption data, this dissertation primarily studies the energy consumption of office buildings in the zone of hot summer with warm winter. The data sample is composed of the monthly energy consumption data and the buildings’ using information of the twenty-one office buildings. Multiple linear regression prediction and evaluation method which is based on the average level of the sample and Data Envelopment Analysis (DEA) which is based on the optimal level of the sample are applied separately to evaluate the energy efficiency of the sample buildings. Combining the evaluation results of the two evaluation methods, the comprehensive assessment of the energy consumption is carried out to the twenty-one sample buildings and the influence of the management of the buildings to the energy efficiency is analyzed primarily. Employing this energy consumption evaluation method can provide the basis to the scientific energy consumption management and the energy consumption transformation of numerous existing buildings of the same type in the same region.Using the development techniques as Java, Hibernate and Jsp, etc., based on Guangxi University’s energy consumption monitoring platform of building economical campus, the energy consumption evaluation module is developed and two evaluation methods are realized in the software system. Users can operate the module by accessing Web to carry on the online energy consumption evaluation of the office buildings which are monitored in the campus of Guangxi University. At the same time, the module reserves the evaluation module embedded interface for the other types of buildings, which can carry out the energy consumption evaluation when the related evaluation module will be set up in the future. Energy consumption evaluation module intuitively and conveniently provides an effective reference for the managers to manage the buildings’energy consumption.
