Research On Investment Project Management Highway Construction In Phuloc County In Vietnam

Highway construction is the foundation of the development of national economy, which controls the lifeline of national modernization construction and development. As the national economic development has a good upward trend, the importance of highway construction is also increasingly prominent. Tourism development of PhuLoc Country in Vietnam was an opportunity to absorb foreign capital into the country’s infrastructure construction, and make the Vietnam national economic rapid develop. On the basis, national highway construction needed a sound management mechanism which laid the foundation for the development of the future country.According to the defects existing in the management system of Vietnam highway project, this paper analyzed the problems that restricted Vietnam highway construction, those were unsound management system, unscientific construction planning, raise fund restriction, the unreasonable allocation of funds and low investment efficiency. Synthesizing the management modes at home and abroad, this paper put forward the suitable highway construction management system model for Vietnam economic development. Secondly, the importance of financing process in highway construction projects was focus on. Several financing modes were also analyzed. And PFI mode used in highway construction of PhuLoc Country was designed, evaluated. Its benefit analysis was made, too. Thirdly, the characteristics of management mode in Vietnam government departments and special role played in highway construction were analyzed. In macroeconomic regulation, according to the market mechanism and laws and regulations the government indirectly controlled highway construction, playing a positive role in ensuring a fair market competition order, and building a reasonable market access system. Finally, because highway integration process is the trend of the future development, its importance, necessity and feasibility had been analyzed and a highway administration integration building mode had been established. According to the analysis PFI organization management mode can absorb social idle funds, make up for the weakness of government money shortage, and make the government play a positive impact in the construction of public facilities. At the same time the market system in highway construction projects can make the government give full play to the macro-control role. Highway management integration process based on the multiple investing can improve the quality and benefit of the highway construction. Therefore the subject played a positive role in Vietnam national economic construction.
