Research On Agent Construction System Management Mode Of Government Investment Project

Governmental investment projects are one of means to achieve the governmental economic functions. It plays an important role in Chinese national economy and social development. With the continuous progress of Chinese reform of the investment system, the functions of governmental construction projects and management mode inevitably require further transformation. In recent years, the Construction Agent had been widely practiced in all regions of country and achieved good results. According to the nature of the Construction Agent, it can be divided into Institutions Centralized Government on behalf of construction and the Company Agent Construction Mode. In the practice, the Centralized Agent Construction Mode as an important way to improve the management efficiency of governmental investment project, there are still problems to be solved.This article, through the review of literature, elaborates the developments of the domestic and foreign governmental investment project management system, and analyses the Agent System in domestic governmental investment projects around the application status. Based on management theory such as principal agent and project governance, to sum up the Centralized Agent Construction Mode and the Company Agent Construction Mode, it points out that the Centralized Agent Construction is a transitional stage management mode and the Company Corporate Agent Construction Management Mode is the future direction of reform. Based on the analysis of project governance structure, organization structure、contract structure、management and control system design of the key problems, it constructs a reasonable and feasible the Company Agent Construction Management Mode. The case analysis of Ningbo second technical school relocation project shows that the Company Agent Construction Mode of governmental investment project management has practical effect and the results of research have reference value.
