The performance of management counts for much.The construction of the traditional mode of government investment project, doesn’tdistinguish construction and administration, separates process, disjoint organizationalmanagement, so unable to meet the regulatory requirements of governmentinvestment projects under the new situation. In recent years, the reform practice in allparts of our country, achieve the results of separation of construction and management,and professional management on government investment projects. This is the futuretrend. When the government investment project management tends to the centralizedmanagement mode, the management agency (like the Public Works Department) takesthe responsibility of improving performance and promoting local economic and socialdevelopment. Organizational forms are an important factor to achieve organizationalgoals. So to explore the structure of the management agency, to proposed scientificand rational、effective project management organization model, is an important issuein the field of project management.This thesis starts analysis from the status quo of the management agency. Thetwo key factors that affect the design of organizational forms are the performance ofthe government investment project management, and the performance of theorganization. The thesis forms the corresponding conclusion that the effectivemeasures to improve the management performance, are building the objective systemof government investment projects management, and meeting the requirements oflifecycle management.First, the objective system of government investment projects management, isdivided into three organic levels: the Basic goals, the System goals and the Long-termgoals. The objective system provides a clear guidelines for the organizational design.Then, according to the life cycle management requirements, the second step is to setup the life cycle management team based on reengineering the management process.Third, Analysising the Information Flow in the process of project management, toestablish a centralized project management system based on a common language and platform. Finally, the thesis provides the solutions for the management agency, thatare establishing mixed structure based on integrated management.Through above research, the paper formed the following innovation Points:Firstly, the dissertation has introduced the government’s public managementperformance evaluation system into the management of government investmentprojects. Secondly, the dissertation has builded the objective system of governmentinvestment projects management, in order to provide a model for the centralizedmanagement agency.
