Research On Developing Hillside Land To Urban Construction In Wenzhou Mountain Zone

Our country’s existing cultivated land area is1.95billion mu, however, per capita cultivated land is less than1.5mu. More than160countries and areas worldwide, among them we are the114th. Less cultivated land per capita, and relatively more mountainous and hilly area, which is the basic feature of land in our country. In recent years, as China’s urbanization scale is more and more large, and our country urbanization advancement speeds up unceasingly and cultivated land occupied by city construction is more and more serious. By the end of2011, China’s population is1.34735billion, and the town’s population is690.79million, for the first time the urbanization rate is more than50%. It is estimated that by2020China’s urbanization rate will reach to55%, and Zhejiang province will reach at72%. Society needs developing, but land resources are increasingly in short. How to make the rational development of the hilly area already is the issue, which all over the country have to face to.To develop low hill resources scientifically and reasonably, Zhejiang province has issued <Notice on promoting comprehensive development of low hill>, and<Notice on doing further develop of low hill>in2006and2008. In March2010,<Zhejiang low hill major area development plan (2010-2020)>was announced. According to the plan, Wenzhou intends to develop23849mu urban constructional and industrial lands. Recently it (2010-2012) plans to develop7800mu, whereas Wenzhou urban selection hilly area is147.7square kilometers. If all of that could be used, Wenzhou urban area could be double increased.However, Wenzhou has never developed the hilly area as the urban construction land. On one hand, the mountain resources are abundant reserves. On the other hand, the development experience is seriously lacked, and we do not know how to develop. So, can develop and how to develop Wenzhou hilly area is the main study purpose of this paper.According to current situation of Wenzhou hilly area, and combined with the characteristics of urban construction, through a large number of field work, social investigation, objective analysis, and the development feasibility of Wenzhou hillside land is summed up. Meanwhile, from the domestic and foreign city practical and theory construction experience in the development of hillside land, the methods and the suggestions of Wenzhou hillside land are further put forward, and it will provide a theoretical basis for Wenzhou developing hillside land to urban construction.
