With the rapid development of modern society, People’s living standards have beenimproved.So serious traffic management problem are brought on and traditional transportationmanagement system can’t satisfy the demand of modern traffic management. With the fullunderstanding of the present situation of traffic management system and field research, themobile terminal equipment for road traffic polices is designed in this article. With this device,police officers can inquire vehicle information, relevant personnel and real-time input illegalinformation anywhere.Those information can be submit as the background data storage to thetraffic data center. Considering the actual need, short message is chose as the informationtransmission medium in this paper.The mobile terminal equipment is designed in this article,of which functions include theinformation management, traffic police driver information management, informationmanagement,information transmission vehicle management and other information management.With the system demand analysis of the system, overall design scheme of the system isproposed.In this system, ARM11processor architecture based on S3C6410, embeddedLinux-2.6.36operating system, Trolltech company QT development of graphic, TC35based onwireless transmission GSM module are adopted.The key data transmission technology of the short news business, Chinese short newscoding and short message safety are researched detailedly.For the Chinese code conversion,acoding transformation is designed in this paper, which can effectively save storage space,improve inquiry rate, realize the transformation between Unicode code and GB2312code.Forsecurity of short message, in order to guarantee the security of information transformationprocess and improve encryption intensity, short message encryption technology is adopted.In the mobile terminal equipment design and implementation process, the embeddedLinux cross-compiling development environment is firstly constructed, Linux operating systemis customized.With good Hardware and software platform, erial port, touch screen driver andthe application are designed. Finally, short message receive and send are realized. At the sametime, the function of the traffic management system is analysed, store data content and formsof the traffic management system is designed detailedly, database table with detailed driverinformation, motor vehicle information, blacklisting information are designed.Finally QT development platform is set up, mobile terminal equipment GUI interface isdeveloped, system is running on the hardware platform and some schemes are given. The result shows the terminal equipment can safely send short message, receive short message andcode and decode correctly.
