With the accelerated development of economic globalization and nationalindustrialization and urbanization, the major natural disasters, major accidentsdisasters, major public health incidents and social safety incidents have occurredcontinuously. And new situations and new problems are constantly emerging. Howto deal with these unexpected events are the common problems which the states andsocial organizations all over the world need to face. The primary point in aemergent management function is to choose the location of emergency and affordadequate emergent resources timely to the demand points. In this thesis, it uses theoperations research,and combined with the actual situation of emergency systemsand features, study the emergent management of the emergency system.First, introduced the four classic location model:P-center model, P-medianmodel, maximum coverage model, set covering model, these models are the basis ofthe emergency site model,so this paper try to summarized their common place andeach focus. Applied analysis, studies were foreshadowed later.Second,since there are many uncertainties in reality,for example it maybeexeist multiple points in the area that demand for help in the same time,or due tothe damage of the traffic,the time from the emergency facilities to the demandpoints maybe uncertain.So the classic models are not suitable for the realisticsituation.The thesis assumes that time fit the normal distribution.and addprobability in the objective function to simulate the actual situation better.Finally,the thesis set a example to validate the proposed model.
