Reasonable forecasting water consumption is a important premise condition for studying on the Water quantity and quality regulation model of Sha yinghe river by lock and dam.This paper adopts Regression model and Production Function model to forecast outside river water consumption of the shayinghe river basin. Through the error analysis of the two models, we choose the more suitable for the river basin water prediction model of forecasting.Different water department forecasting model is difference,and we forecast the water requiments of future level years under different water saving scheme.In the ecological water demand forecasting, we quite comprehensively consider all kinds of ecological water requirement,and consideration of Water resources with "water is multi-purpose" features and functions,we avoid to calculate the repeat water and unit no repeat of quantity of ecological water requirement as a reasonable ecological water requirements. This lays a foundation for Water quantity and quality regulation of Sha yinghe river basin.The Water quantity and quality regulation schemes’evaluation of Sha yinghe river by lock and dam is conducive to select the better scheme and obtain the optimal regulation effects.This paper bases on the scheme of basic theory and comprehensive evaluation method study,systematacially analysis of the water quality of water regulation of the economic benefit and social benefit, ecological benefit and risk analysis of influence.we discuss the evaluation foundation of The Water quantity and quality regulation and build a comprehensive evalution index evaluation method of The Water quantity and quality regulation including the construction of the indicator system and the establishment of AHP model and fuzzy comprehensive evaluation model.The evaluation analysis of different regulating schemes of the Sha yinghe river basin declare the method of selection is reasonable and operable.Two methods’results of AHP and fuzzy comprehensive evaluation are displayed as "good", and it illustrates that regulation has some effects. The Water quantity and quality regulation schemes’evaluation of Heavy pollution of river water have a very important significance for giving full play the role of Water quantity and quality regulation by lock and dam.
