Water resources carrying capacity is the basis of urban socio-economicdevelopment. Optimal allocation is the precondition of the sustainable use of waterresources. Therefore, the research on the carrying capacity and optimal allocationof water resources can help solve the problems, such as water resources shortage,water environment pollution, and promote healthy and sustainable socio-economicdevelopment.This paper introduces the domestic and international current research situationof water resources carrying capacity and optimal allocation. The concept andconnotation of water resources carrying capacity and optimal allocation areresearched in details. Then, the paper analyzes the calculation model of waterresources carrying capacity and optimal allocation. Furthermore, the relationship ofwater resources carrying capacity and optimal allocation are researched.To verify the models and methods presented above, they are applied to BinhuDistrict in Hefei. Combined with the current situation of water resources in the newdistrict, forecast water demands and supplies of2015and2020years,calculate thewater resources carrying capacity in2015and2020,and establish the model ofwater resources optimal allocation based on the carrying capacity. Then, the papercomes up with the schemes of optimal allocation in2015and2020of BinhuDistrict. Through analyze the results of the schemes, it indicates that the modelsand methods are reasonable and feasible. Meanwhile, the calculating results andanalysis conclusions may offer reference for water resources planning andmanagement of Binhu District in Hefei.
