As university or college gymnastic construction projects have large investment, long construction period, and high complicated degree, it’s very important to control the cost. How to maximize the profit with the least investment is a crucial problem to be solved urgently. The life cycle of construction projects are divided into the following six phases:the decision-making phase, design phase, tender phase, construction phase, settlement phase, operation, maintenance and re-movement phase. In different stage, the function and main work is different, so different stage has different effect on the life cycle cost of the project.According to the life cycle integrative management theories and methods which are widely adopted all over the world, the paper aims at exploring the suitable theoretical framework and methodology for controlling the life cycle cost of the university or college gymnastic construction projects, highlighting the importance of controlling the cost in the design phase and improving cost management in each phase to maximize the profit of the investment.Based on the basic theories of university or college gymnastics and the concepts and elements of life cycle project cost management and the engineering practice of Yiwu Industrial and Commercial College gym, the paper discusses the main technical points in every stage and puts forward some correspondent countermeasures about controlling the cost. By adopting the Analytic Hierarchy Process and Value Engineering, a design which has integrated reasonable function, maximum utilization of funds, and the lowest life cycle cost has been chosen as the best one for Yiwu Industrial and Commercial College gym. The countermeasures against project cost management mentioned in the paper, that has achieved excellent performances in engineering practice, and it might be used for reference and guidance for similar projects.
