Research On The Planning And Design Of Community Health Service Centre Based On The New Medical Reform

In1997, the CPC Central Committee and the State Council put forward to developthe community health service for the first time, and the number of community healthcentres keep growing. In2009, the new medical reform policy unveils, its main goal isestablishing the primary health care service system and improving the relevant medicalsecurity policy, which will greatly promote the community health service centre services.But there is little research on the designing of community health service centre, part ofthe existing ones don’t conform to requirements. This paper is about the programmingand the designing of community health service centres, to avoid unchecked constructionand the waste of medical resources.This paper traces the history of the development of the medical architectures,compares the community health service model of many countries, studies policies andregulations in force, probes into the position of the community health service in Chinesehealth system. It also learns about the Bio-psychosocial Mode and the direction forcommunity health service development. Through consulting literature and fieldinvestigation of23community health service centres in Beijing and Tianjin, the articleevaluates and analyzes the problems and good experiences in the design. Consideringthe physical, psychological and behavioral characteristics of the old people, childrenand disabled, this dissertation provide design basis for community health servicehospitals.On the basis of theories and practice, combined with the regional health planningand the medical architectural programming, this paper put forward an outlinedframework of community health service centre programming, establishing theclassification standard of the community health service centre to refrain from the wasteof medical resources. And it explores the design method of the community health servicecentre.
