Research On The Transformation And Upgrading Of Economic Development Zone

The Domestic Development Zones has become an important window of openingto the outside world and the experimental field of the reform with the20years reform,innovation and development, it plays the demonstration, path finding and radiationroles. However, with the improvement of factor allocation since China entered intothe WTO, the weakening of the State Development Zone policy advantage and therequirements of intensive land use, the traditional model of the development zone hasbeen unable to meet the requirements of the new situation, the development zone musttransform and upgrade.This paper researches the development and construction of Nantong Economicand Technology Development Area (hereinafter referred to Nantong DevelopmentZone) in20years, combined with the successful experience of domestic developmenttransformation and upgrading in advanced development zone. To guide the transitionof the development zone, the paper references to industrial structure optimizationtheory, industrial agglomeration theory, spatial structure theory, growth pole theory,institutional change theory. Based on it, the paper analyzes the problems of develop-ment zones. In terms of spatial expansion, Nantong Development Zone has low levelon the internal land use efficiency, external expansion and spatial integration; To ana-lyze the industrial development, the econometric models is recited. The industrialtransformation of Nantong Development Zone is unsuccessful via calculating thevector angle, no obvious relationship between the three industrial transformation andeconomic growth of the development zone, its economic growth is mainly rely on so-ciety fixed investment; Function of conversion, Nantong Development Zone conver-sion lag, imperfect; in management systems, the Nantong Development Zone, theagency overlap, a single decision-making system and lack of monitoring mechanisms. The conclusion is that Nantong Development Zone is urgent to transform ac-cording to the previous analysis. Specific transition proposals are as follows: Improvethe situation dominated by traditional manufacturing and traditional service industries,vigorously develop the high-tech industries and modern services; play to theirstrengths, and nurture independent scientific and technological research and develop-ment, innovation as the core industry cluster area; speed up the transformation of thedevelopment zone function, transition to multi-functional industrial area; continue tobe a restructuring, changes in the functions of pilot and demonstration window.
