Research On The Government Function In The Development Of Beijing Tianjin Hebei Automobile Industry Cluster

From 2009 to 2019,China’s automobile production and sales ranked first in the world for 11 consecutive years.It is regarded as an important market competition position by many well-known automobile enterprises at home and abroad,and has become one of the most important stages to lead the technological development and upgrading of the global automobile industry in the new era.With the continuous advancement of a new round of scientific and technological revolution and industrial change,the automobile industry has also seen the upgrading tide of electrification,networking,intelligence,sharing,mutual empowerment and system change.In the development of automobile industry cluster,how to play the role of macro-control,accurately grasp the opportunities and challenges brought by manufacturing power,plan and lead the transformation and upgrading of industrial cluster is the most important thing to implement the national major decision-making and deployment,and realize the transformation of China’s economic development to high-quality development mode.Beijing Tianjin Hebei automobile industry has a long history of development and good spatial layout.It has made outstanding contributions to the regional economic development and China’s automobile industry in the past and now.In the historical window of China’s efforts to promote the coordinated development of Beijing,Tianjin and Hebei industries,and in the critical period of transformation,upgrading and high-quality development of the national automobile industry,Beijing,Tianjin and Hebei should seize the opportunity to establish a demonstration highland conducive to independent innovation and industry leading,and continue to promote the automobile industry as an important starting point for the high-quality economic development of the three places.Based on the government function theory,market failure theory and Porter’s "Diamond Model" theory,this paper summarizes the development status of Beijing Tianjin Hebei automobile industry cluster by using the methods of literature analysis,empirical analysis and comparative analysis The problem of poor industrial supporting capacity and ineffective innovation measures.On the basis of absorbing and drawing lessons from the successful experiences and failures at home and abroad,this paper puts forward some suggestions that the government should help the development of Beijing Tianjin Hebei automobile industry cluster from four aspects:straightening out the government management system,creating a good industrial development environment,optimizing the supporting industrial chain,and improving the system innovation ability,so as to build a cross regional world-class automobile industry cluster,Enhance the innovation driving force and comprehensive competitiveness of China’s entire automobile industry.
