Since the reform and opening up, the construction scale of China’s constructionindustry is expanding constantly, new materials, technology, and technology emerge inendlessly, the construction industry has obtained rapid progress. However, the wholecircumstances of construction safety production is still comparative grim. Constructionsafety accident still occur frequently, resulting in huge casualties and property losses, tosome extent, restricting the stable development of China’s economic and social. Thegovernment supervision department represents the public interest of the community,which is the main responsibility body of the construction safety supervision andmanagement. At present stage, construction is the industry of the highest safety accidentfrequency and the number of casualties, in addition to the mining industry and thetransportation industry, which adequate disclosures that the government regulation ofbuilding security still has some problems and defects in China. Based on the abovebackground, seeking the root causes of the existing the problems in the governmentregulation of building security and exploring how to implement efficient regulatory toimprove construction security production level are the problem which needs to besettled at this stage. In view of this, the paper makes thorough research into thegovernment supervision of construction safety in our country, using the game theory toanalyze the causes of the problem of government supervision of the construction safety,and actively explores the countermeasures and concrete measures to perfect thegovernment supervision of construction safety.Firstly, this paper defines the related concepts of the government regulation ofbuilding security and expounds the necessity of the government regulation of buildingsecurity by using public goods theory, market failure theory and public administrationprincipium. In the second place, the author dissects the existing defects and problems ofthe government regulation of building security in our country according to the relatedlegal system of our country construction safety, government supervision organization,the way of supervision, supervision means, supervision contents and so on. Thirdly, thepaper establish the game model of between supervision organization and owner, thegame model of between supervision organization and supervision units, the tripartitegame model of the construction administrative departments, regulatory agencies andregulatory body, which seeks the root causes of the problems of government supervision of construction safety. The government should use these ways to regulate enterprise’ssafety production behavior and the behavior of supervision institution misuse ofauthority, which improve regulatory efficiency, reduce the cost of supervision,appropriate to increase the punishment, establish effective constraints and incentives,strengthen the construction of building safety culture etc. Game Analysis has laid asolid foundation for building security government regulatory countermeasures proposed.Finally, based on game analysis, it proposes strategies and measures which perfect theproblem of government supervision of construction safety from these aspects, includingthe related building security legal system, government regulation organizationconstruction, the administrative means, the economic means, the cultural means, scienceand technology means, the way of supervision and regulation etc. This study isconducive to improve the level of the government regulation of building security andcontrol the security accidents, having certain theoretical significance and referencevalue for achieving the goal of safe production, and promoting the construction industrysustained and healthy development.
