With the gradual depletion of energy and the continuous deterioration of the ecological environment,the development and cultivation of new energy vehicles have become one of the important methods for China to deal with climate change,environmental pollution and energy security.In addition,it is also a key measure to promote green development.Technological innovation is an essential source of improving industrial competitiveness,but the new energy vehicle industry has not matured yet.There are problems such as weak innovation awareness and insufficient innovation level.Therefore,it is still impossible to fully rely on the market mechanism to enhance international competitiveness,so as to achieve "corner overtake".The government,as the "other hand",plays the role of guidance and regulation to promote the cooperation and innovation between new energy upstream and downstream enterprises,break down technical barriers,realize the transformation of scientific and technological achievements,and complete the industrial upgrading which is an urgent problem that needs to be solved at present.By referring relevant literature on cooperative innovation,new energy vehicle industry and government regulation,this study clarifies the research perspectives and combines evolutionary game and replication dynamic analysis to study the effect of government regulation on cooperative innovation of upstream and downstream enterprises of new energy vehicles.First of all,with vehicle companies and battery companies as the main players of the game,an evolutionary game model is built for the cooperative innovation of upstream and downstream enterprises of new energy vehicles under anarchy.The impact of various factors on the cooperative innovation system and the effect of R&D subsidies and tax policies on innovation are discussed.Secondly,with the government and the upstream and downstream enterprises of new energy vehicles as the main players of the game,an evolutionary game model under government regulation is constructed,in order to explore how government regulation promotes innovation of upstream and downstream enterprises of new energy vehicles,and whether research and development subsidies and tax policies are promoted under government regulation.Finally,combined with the cooperation and innovation cases of CATL and BAIC New Energy,Matlab is used to simulate different scenarios to verify the scientificity and effectiveness of the models.According to different scenarios,it is found that:(1)A reasonable income distribution coefficient has a significant effect on promoting the upstream and downstream cooperative innovation of new energy vehicles,and the free-rider income has an inhibitory effect on it;(2)Appropriate R&D subsidies and tax policies are conducive to improve innovation entities with the more obvious enthusiasm of various policies.R&D subsidies still play a leading role in the incentive mechanism;(3)Under government regulation,R&D subsidies and tax policies have a more significant role in promoting cooperative innovation;(4)Social reputation effect benefits can improve the government’s credibility and the enthusiasm to participate in cooperative innovation activities.Based on the above results,this study proposes the realization path of government-enterprise cooperation innovation.The government should improve regulatory measures,formulate flexible reward and punishment mechanisms,and modify the top-level design of the system,while activating market demand and guiding the sound development of enterprises.Enterprises should aim to reduce costs,increase profits,improve the income distribution system and coordination mechanism,and view cooperative innovation from a long-term perspective.At the same time,establish correct risk perception,reduce opportunistic behavior,and strengthen their own social responsibility.Based on the research content and research conclusions,this study has certain reference significance for promoting the orderly development of cooperation and innovation between upstream and downstream enterprises of new energy vehicles,as well as for the sustainable and stable development.
