Along with the rapid development of urbanization in China, the proportion of buildingenergy consumption accounts in social commodity energy consumption is increasing, whichis giving increasingly prominent impact to national economic development and people’snormal work life. Research on residential building energy efficiency in our country at presentis mainly concentrated on building energy saving technology, energy conservation policy,which emphasizes the significance and effect of building energy efficiency and lack ofcomprehensive and accurate assessment of the residential building energy saving whilebuilding energy efficiency evaluation is the basis of building energy efficiency work makingcomprehensive evaluation on residential building energy efficiency though Residentialbuilding energy saving comprehensive evaluation system could not only know well aboutthe energy efficiency situation of the existing residential building, but also guide the energyconservation work of newly built residential building.Inner Mongolia is in the north of China, which region is cold and with large buildingenergy consumption. What’s more, Inner Mongolia is an energy producing area in whichpeople have low building energy efficiency consciousness and the building energy situationis not optimistic. So the overhigh energy consumption has caused serious effect on theenergy and the environment. This paper refer to the residential building energy efficiencydesign standards combined with the Inner Mongolia region’s natural climatic and geographiccharacteristics, building the building comprehensive energy consumption, architecturedesign, building palisade structure, building heating system and construction technology foreconomic five layers of Inner Mongolia benchmark energy efficiency of residential buildingsin comprehensive evaluation index system; and selecting the AHP to determine the weight ofthe evaluation; combined with the actual situation of the Inner Mongolia region, establishingevaluation benchmarks.Finally, constructs the monomer residential building energy saving evaluation model ofInner Mongolia region, which is based on the fuzzy comprehensive evaluation method, andalso onstructs the comprehensive evaluation model of energy conservation actor bad orderfor multiple residential buildings, which is based on the grey synthetical evaluation method.Through engineering examples, primarily validated evaluation system design scientificand rational, laid the foundation for the Inner Mongolia region of residential building energyefficiency work carried out and follow up studies.
