Today, Building energy conservation is a worldwide trend, while China's building energy conservation work began late and is low-leveled, with the development of society economy, building energy consumption in the proportion of total energy consumption has also increased year by year.It is the very important part in human's energy consumption. It's also the important source of the environmental pollution. Energy consumption has not only exacerbated the energy crisis, but also causes environmental pollution and abnormal climate phenomena such as ecological destruction, threatening the basic environment for human survival. At present, the prominent problems of China's building energy saving is the low efficiency in energy using, and poor in indoor comfort. Meanwhile, the building energy consumption is an important part of human total energy consumption and it is also an important source of pollution. Therefore, evaluation of building energy efficiency can be used as improve the energy efficiency of our architecture and it is one of effective measures to promote China's progress in building energy conservation. But on the current, the evaluation study of China's building energy conservation has many insufficlency:first, the current building energy efficiency evaluation studies have not yet built out of a universally accepted evaluation system for building energy-saving and weight distribution; second, building energy efficiency evaluation is a more complex topic, with subjective judgments and objective judgments in it. Subjective judgments must have uncertain information and incomplete information. According to the system problems of building energy efficiency evaluation, the paper effectively promote the construction of sustainable development point of view, combines with energy-saving research on related technologies and standards studies in cold areas, and then establishes five base-layer techno-economic evaluation index system of the comprehensive energy consumption, including construction, architectural design, construction maintenance of the structure, heating and air conditioning systems; combination of qualitative and quantitative analysis method was used to determine the level and weights of the evaluation index. Meanwhile, this paper brings in the knowledge of human net nerve system. At the MATLAB, combines with the energy-saving evaluation system, sets up the module of energy-saving house evaluation about human net nerve system, makes up the couses of nerve system, compares these two methods, we get the conclution that the net nerve is more effective, and it is more convenient. Further promoting and expanding the theory research of the evaluation system.
