With the issue of the global energy becoming increasingly serious,the countriesfrom all over the world are designing and completing their policies in energy-savingactively, and sectors of society also actively launch and carry out the related work.According to the statistics the proportions of the energy consumption in buildings hasbeen up to30%of the total consumption and also keeps going. Therefore, known asthe most effective way to conserve the energy, we should take actions without delay.The current situation of building energy-saving and its evaluation about thedomestic and abroad are analyzed and researched. Combined with a series ofenergy-saving design standards and specifications in use for civil buildings andresidential buildings, an energy efficiency evaluation index system is set up by expertopinion and factor analysis method. During the determination of index weight, toimprove the shortcomings of AHP (Analytic Hierarchy Process) method, which includeheavy calculation, probable multiple-time adjustment in consistency test, lowefficiency, prone error, and so on, the AHP method combined with MATLAB programis adopted in this article and it enhances the efficiency and accuracy of calculationgreatly.Based on the above residential building energy-saving evaluation index system,the variable fuzzy sets theory is introduced to build a residential building energyefficiency evaluation model and its concrete steps to use the model are elaborated. Thevariable fuzzy sets theory has such merits as wide range in application, strongoperability, simpler calculation, easier computerization, etc. Especially, in solving theresidential building energy efficiency which is in big-size and with complex indexsystem, the criteria and range of each evaluation grade for different kind of indexes can be flexibly determined and the quantification of qualitative or quantitative indexes canbe made through different ways, which makes the evaluation result more consistentwith the actual situation.At last, the model has be tested and verified by a practical construction project,and the result shows its consistency with actual energy-saving design objective,whichproves the feasibility and scientificity of the variable fuzzy sets theory in residentialbuilding energy-saving evaluation. Compared with other traditional evaluationmethods, this method possesses such obvious advantages as tight logic, strong practicalapplicability and less calculation, and it provides a new way for dealing with thebuilding energy-saving evaluation.
