In recent years, China’s road freight transportation develops rapidly and leads a prominent status inthe comprehensive transportation, but compared to road construction, especially to highway construction,the construction and operation management of the road freight station are difficult to meet the diverserequirements of the current road freight developing, although it also belongs to road infrastructure. Thissituation, especially existed in the micro field of freight station construction standard, seriously hindersthe sustained, rapid and healthy development of the road freight transportation. To cope with this problem,it’s especially important to drawing on the criteria for the grading of station of logistics enterprises,railways, and ports, and studying the classification by functions and grading by size of road freight stationfrom the point of view of industry management. The paper breaks the original framework of the “VehicleFreight Station (Field) Grading and Construction Requirement” and introduces the concepts of modernlogistics.On the basis of summing up related researches at home and abroad, the paper further clarifies theconnotation and denotation according to the market demand and development, proposes a new definition,defines function orientation and classification, and generalizes the main problems in planning andconstruction and operation management for our road freight station, by investigating29typical roadfreight stations of6provinces, Shanxi, Shandong, Hubei, Liaoning, Guangdong, Zhejiang. The paperanalyzes the main factors of scale of road freight station from macro and micro perspective. Fuzzy DelphiMethod and Gray Delphi Method are adopted to elect floor space, handling capacity and registered capitalas the three basic indictors for road freight station grading from much more indictors, like facilities, assets,operating conditions, management and serve. Later, the author uses the principles of statistics andeconomics from the perspective of economics of scale to measure and calculate the reasonable economicscale of road freight station by adopting the method of accounting, engineering and survival of the fittest.Meanwhile, the author tries to find out the range of the maximum and minimum reasonable scale of roadfreight station by using the weighted method. Finally, the “Arithmetic Grading Method” and “GeometricGrading Method” are used to the grading of road freight station, and propose grading methods fordifferent types of road freight station.
