| Road freight transport industry, relying on the transport network entities to complete production and the provision of transport services for the community, is a based service industry, which is also a industrial sector of the national economy oriented production and consumption chain, therefore, the road freight industry has been defined as a public network-based industries by some economic scholars. Industrial positioning determines its characteristics that owns obvious scale-economy and has an important influence on the development of the national economy as well. when the rapid development of economy drives faster pace of commodity circulation and a diversified development on showing of freight transport demand, the industry now face a developing opportunities and challenges, with a increasing the intensity of the construction of infrastructure facilities in recent years. There seems to be a major issue on the development of the road freight industry, such as how to speed up the formation of, enhance the economy efficiency of transportation, play own comparative advantages in the competitive integrated transport system, and expand transport share of the possession as well.The paper is on the basis of the theories which is on the scale-economy and industry classification, and get the industry positioning of road freight transport and the basic composition of scale-economy. By contrast with the similarities and differences in scale-economy of passenger transport and with the development of road freight transport industry in Shaanxi Province, the paper use SWOT analysis model to announce the strengths, weaknesses, opportunities and challenges of the current road freight transport industry. By finding the problems to achieve scale-economy, the paper has analyzed causes of the questions. Finally, on the basis of the former analysis of the text, we figure out the strategies to develop road freight transport industry in Shaanxi Province, which is based on the theory of scale-economy.
