Research On OHSMS Based On Safety Analysis Of Railway Station Construction Site

After more than10years, Chinese construction enterprises have widely establishedand implemented Occupational Health Safety Management System (OHSMS) based onthe national standard GB/T28001-2001(or OHSAS18001standard), and preliminarilyachive good effectiveness. But there are many problems in the process of OHSMSimplementation, which led the overall performance improvement of constructionenterprises’ OHSMS not to be obvious, and there is large distance from Westerndeveloped countries on the construction safety level.According to the current limitation on researching OHSMS implementation,improvement method, the hazard identification, risk assessment and risk control, thethesis began at reviewing logicality and systematicness of th national standardGB/T28001(OHSAS18001). The author researched more than one hundred constructionenterprises OHSMS certificated, found out the major problems in the process, analysedthe original reason systematicly, submitted the improvement countermeasures on theOHSMS of construction sites. The countermeasures included:①combining "Dynamicanalysis method based on process-environment" and systematic safety analysis methodto identificate hazard;②combining "Classified assessment method" and systematicsafety analysis method to assess risk;③using "method based on site" and "Ergonomicstheory" to lay out and optimize OHS management programme. This thesis focused theparticularities of railway station construction safety closely, with typical accident types,to identify hazards, assess risks, develop framework of the safety programme, at last,verified the results through the implementation in the certain station construction site ofthe Beijing to Shanghai High Speed Railway project.The thesis also combined the project details to research the strategy to improve theeffectiveness of OHSMS in construction site, which met the requirement of theOHSMS18001standard and reflected continuous improvement thought. At last, thethesis gave the improvement strategies respectively for OHSMS target planning, safetyorganization structure on site, personnel responsibility and capability, operationalcontrol, emergency preparations and response, safety performance monitoring andmeasurement, and so on, gave the countermeasure table. Attempted to increase the effectiveness of the OHSMS of the railway station construction sites, to improve theoccupational health and safety performance of construction site overall according toutilizing the safety principle and Ergonomics theory.
