Safety is the basis for railway transportation.With the rapid development ofChina’s national economy,the coverage area of China’s railway is growing larger; thedegree of electrification is also gradually expanding. Especially after the train is fullyspeeded,the problems,which used to have little influence on the railway safety issuesin the past,has become increasingly prominent. Railway operation illegal acts of thePublic Works section also had a significant impact on the safe operation of railway.Based on knowledge of logical thinking in systems engineering, appliedstatistics,sociology,psychology and other related diciplines,this study used thetheory of planned behavior (TPB) as a tool,conduct a systematic analysis of illegaloperations in the Public Works of railway system and provided a theoretical basis andpractical protection to preventing the illegal work behaviors.In this article,the theory of planned behavior was outlined at first,and was thenused to analyze the causes and motivation in various aspects with the theory. TPBmodel of illegal operations was constructed and was used to analyze each variableincluding past behavior. Preliminary screening of the questionnaire with Delphiexpert survey method was completed, and further test and screening to the test itemsusing factor analysis method was conducted, and infally a formal questionnaire wasformed.Experimental data was analyzed using SPSS software and the major impactfactors of the railway works section were obtained. They provided a basis to designbehavioral regulations, preventive measures, and suggestions to prevent the illegalbehaviors.
