Research On Violations Of Regulations In The Track Construction Of Railway In Service

In recent years, China’s railway network continues to expand. Along with new andexisting railways linking up, crossing and constructing in parallel line, as well as theconstruction of raising speed, expanding capacity, electrification on the existingrailways, the construction accidents on service railway occur frequently. More andmore attention has been paid to the safety of railway construction.Statistics show that more than half of accidents in the construction on servicerailway are related to violations of regulations, which is the main cause of accidents inthe construction on service railway. The track maintenance department, which is theadministration of basic equipment of train operation, needs to prevent such a situationthat its workers have more dangers among other departments due to violatingregulations in the construction.On the basis of researching accident-cause theories and "two violations"documents, the study analyzes the safety features of service railway construction,"twoviolations" characteristics and concrete forms of the workers of track maintenancedepartment in the service railway construction, and carried out statistical analysis to"two violations" information discovered in the routing safety check. With safetysupervision as the main body, the study also checks immediately "two violations" casesdiscovered onsite by applying the technology of cause-effect diagram. The causes of"two violations" in the track construction were analyzed by processing the check data.The measures to control "two violations" behavior were proposed.The study analyzed intentions influencing factors of "two violations" behaviorcaused by employees of track department based on the theory of planned behavior(TPB) as a guide, and from the angle of behavior on attitude, subjective norm andperception behavior control. Through the case study, seven typical cases were pickedout and TPB questionnaire was compiled. The questionnaires were carried out byapplying the report between colleagues. According to the investigation data processingresults,"two violations" behavioral intentions impact factors were in the queue by theimportant degree. The "two violations" controls measures are amended by means ofcomparison and analysis of TPB questionnaire and checks results on-the-spot.
