As an important part of ancillary service market in electricity market, the AutomaticGenerating Control (AGC) ancillary service faces to the all power system customers. Inthe ancillary service market, the dispatch section have to forecast the requirement of AGCexactly to satisfy the real-time power deficiency brought by the stochastic events and toreduce the redundancy too, which can improve the economical efficiency as well as ensurethe security of the power system.The clean energy generation, especially the large scale wind power integrated bringsimportant impact to the security and safety of power system operation. The system needsabundant reserve because of the wave properties and randomcity of the wind powergeneration. Therefore, evaluate the AGC ancillary service requirement exactly andreasonably is crucial to the power system security and the ancillary service marketeconomical efficiency.Currently, the AGC service is undertaken by the thermal power units andhydro-power generating unitstogether. However, they have so many differences in theregulation properties that the assignments they undertaken are different in the actualregulate process. For this reason, the conventional modes that couldn’t differentiatebetween the thermal power units and hydro-power generating units have not suit thepower system development. Therefore, only differentiate between the kinds of unitsassignment and evaluate the AGC ancillary service requirement individually after the windintegrated that accommodate the new regulate frequency environment preferably.This paper proposes a method that can evaluate the AGC ancillary servicerequirement of kinds of units. Firstly, according to the essence of the AGC regulationrequirement and also considering both the AGC regulation properties and thecharacteristics of wind power output, this paper establishes AGC ancillary servicerequirement evaluation in the wind power integrated power system based on the actualdispatch. This mode can discriminate time scales of different units, which is an actualregulation process of AGC ancillary service. Secondly, forecast error is an another important factor to impact the AGC ancillary service requirement. Especially, the technicalmerit of the wind power output forecast is so limited that it’s too important to ignore thisactor. Hence, using the scenario theory which can considering the load and wind powerforecast errors simultaneously according to the statistical characteristics both of them todescribe the randomcity events by probabilistic way, which can make the study morerigorous and the results will be more reasonably and exactly. Finally, selecting a certainpower system with wind integrated as the object to simulate the AGC regulation capacityand electricity requirement, and then study the sensitivity in different wind permeability,and the results demonstrates the practicality and effectiveness of the proposed method.
