Research On The Land Layout Pattern Of Chinese High-tech Zone

China’s High-tech Zones are special economic and policy areas. Asknowledge-intensive and technology-intensive industrial areas, High-tech Zones areresponsible for the important mission of industrial transformation and upgrading. With theexpanding and increasingly mature development of high-tech zones, problems aregradually exposing between the actual constructions and planning. First, the high-techzone has a strong economic attributes, there are high-tech industries, medium and smallenterprises, high-tech talents, and each of the main sites has unique land needs. But inhigh-tech zone planning, we still use the general method of land distribution functionzoning, not consider its economic attributes and special subject requirements, whichleading to planning failure in the construction process. Second, the high-tech zones landplanning, in addition to urban planning-related, is also related with the developmentplanning and industry planning. High-tech zone’s development is promote by this threeplanning’s continuous coordination. But in the high-tech zone planning process, thesethree procedures separated and divorced, ultimately leading to planning failure. Therefore,from the industry perspective, the study of High-tech land lay-out is particularly urgent.This paper collected China’s57state-level high-tech zones for the study, includingfour main parts. The first part is the definition of concepts, reviewing the site layout theoryof domestic and foreign research, then system summarized the existing research results ofland-layout pattern of China’s high-tech area. The second part, through the analysis ofhigh-tech zones land property, summarized high-tech zones’ land use affecting factors andtheir carrier. The third part focuses on high-tech area land layout and the main components,we collected37high-tech park land layout surveys, classified the high-tech zone from theview of industry, stage of development, location, and summarized the same type ofhigh-tech area land-layout features, finally, from the planning point of view summed upvarious types of high-tech area land layout pattern. The fourth part, combined with themaster plan of the East Lake National Innovation Model, has Practical and exploration ofthe land layout mode.This paper hopes to use a large number of case studies, based on the industry perspective, from micro-level of high-tech zones in China to study land-layout pattern toexplore how to play the guiding and promoting role of high-tech planning from technicalaspects of planning.
